Please consult the guide for a more thorough understanding of the PA Home Education Law.<\/strong><\/p>\n<p><strong><span style=\"color: #333399;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-1190\" src=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/12\/emily-morter-8xAA0f9yQnE-unsplash.jpg?resize=89%2C79&#038;ssl=1\" alt=\"\" width=\"89\" height=\"79\" \/><br \/>\nStep 1&#8211;Are you eligible to homeschool your children?<br \/>\n<\/span><\/strong><span style=\"font-weight: 400;\">The PA Home Education Law, Act 169-1988 states that the parent supervisor of the homeschool must have a high school diploma or its equivalent. (NOTE: Even if requested, you do not have to submit a copy of your diploma or a high school transcript. The affidavit you file when commencing your home education program is deemed as evidence that you have a diploma.) Furthermore, a family may not homeschool if any person over the age of 18 living in the home has been convicted of certain criminal offenses (enumerated in Section 111(e) of the School Code) in the previous 5 years.<\/span><\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-673 alignleft\" src=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/scott-graham-OQMZwNd3ThU-unsplash.jpg?resize=110%2C110&#038;ssl=1\" alt=\"\" width=\"110\" height=\"110\" srcset=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/scott-graham-OQMZwNd3ThU-unsplash.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/scott-graham-OQMZwNd3ThU-unsplash.jpg?resize=100%2C100&amp;ssl=1 100w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/scott-graham-OQMZwNd3ThU-unsplash.jpg?zoom=2&amp;resize=110%2C110&amp;ssl=1 220w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/scott-graham-OQMZwNd3ThU-unsplash.jpg?zoom=3&amp;resize=110%2C110&amp;ssl=1 330w\" sizes=\"auto, (max-width: 110px) 100vw, 110px\" \/><\/p>\n<p><strong><span style=\"color: #333399;\">Step 2&#8211;Complete the paperwork.<br \/>\n<\/span><\/strong><span style=\"font-weight: 400;\">The PA Home Education Law requires that when a child reaches compulsory attendance age (child turns 6 on or before September 1) <\/span><b>OR<\/b><span style=\"font-weight: 400;\"> when beginning to homeschool a child who had been enrolled in a <\/span><b>public school <\/b><span style=\"font-weight: 400;\">kindergarten <\/span><b>OR <\/b><span style=\"font-weight: 400;\">at the commencement of homeschooling an older child, <\/span><b>AND<\/b><span style=\"font-weight: 400;\"> thereafter on August 1 of each year, that a parent or guardian (\u201csupervisor\u201d) submit an affidavit and educational objectives to the local school superintendent.<\/span><\/p>\n<p><b>File these items with your school district:<\/b><\/p>\n<ol>\n<li><span style=\"font-weight: 400;\"> A notarized affidavit\u2014a printable affidavit is available on our <\/span><span style=\"color: #993366;\"><strong><a style=\"color: #993366;\" href=\"https:\/\/masondixonhomeschoolers.org\/home\/free-printable-forms\/\" target=\"_blank\" rel=\"noopener noreferrer\">Free Printable Forms<\/a><\/strong><\/span><span style=\"font-weight: 400;\"> page. Sign the affidavit in the presence of a notary.<\/span><\/li>\n<\/ol>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">First time homeschoolers: Submit your affidavit BEFORE beginning to homeschool-any time of the year (See <\/span><a href=\"https:\/\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2025\/10\/MDHSALawGuide2020.rev_.pdf\" target=\"_blank\" rel=\"noopener\"><strong><span style=\"color: #993366;\">MDHSA Law Guide<\/span><\/strong><\/a><span style=\"font-weight: 400;\"> for withdrawing a student from school mid-year).<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Continuing Homeschoolers\u2014Submit to the school district by August 1. (Do NOT miss this deadline!)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Home educating families are only required to provide the name(s) of student(s), age(s), the address and phone number of the home education program, and the name of the supervisor of the home education program on the affidavit. If the school district requests that you provide information about birth dates, grades, Social Security numbers, or any other personal information, politely decline the request and refer them to the PA Home Education Law.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">2. A list of objectives for each student\u2014available on our <\/span><span style=\"color: #993366;\"><strong><a style=\"color: #993366;\" href=\"https:\/\/masondixonhomeschoolers.org\/home\/free-printable-forms\/\" target=\"_blank\" rel=\"noopener noreferrer\">Free Printable Forms<\/a><\/strong><\/span><span style=\"font-weight: 400;\"> page&#8211;to be attached to your affidavit. You may \u201cschool\u201d any of the 7 days of the week at any time of the day.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Continuing Homeschoolers: You may start July 1 or anytime thereafter<\/span><b> IF<\/b><span style=\"font-weight: 400;\"> you have filed your affidavit and objectives for the new school year.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">First-time Homeschoolers: As soon as you turn in the paperwork from Step 2 above, you may start to homeschool. No approval is needed; simply begin.<\/span><\/li>\n<\/ul>\n<p><strong style=\"font-size: 1rem;\"><span style=\"color: #333399;\">Step 4&#8211;Locate an evaluator.<\/span><\/strong><strong><span style=\"color: #333399;\">\u00a0 <img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-676 alignleft\" src=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/adam-winger-UFG04g43hqs-unsplash.jpg?resize=109%2C109&#038;ssl=1\" alt=\"\" width=\"109\" height=\"109\" srcset=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/adam-winger-UFG04g43hqs-unsplash.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/adam-winger-UFG04g43hqs-unsplash.jpg?resize=100%2C100&amp;ssl=1 100w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/adam-winger-UFG04g43hqs-unsplash.jpg?zoom=2&amp;resize=109%2C109&amp;ssl=1 218w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/adam-winger-UFG04g43hqs-unsplash.jpg?zoom=3&amp;resize=109%2C109&amp;ssl=1 327w\" sizes=\"auto, (max-width: 109px) 100vw, 109px\" \/><\/span><\/strong><span style=\"font-weight: 400;\"><br \/>\nThe law designates that at the end of the school year the supervisor must obtain an evaluation of a portfolio of materials from an Evaluator who must also interview the student, review the portfolio, and provide a written evaluation certifying that the student is receiving an appropriate education, defined as \u201c<\/span><i><span style=\"font-weight: 400;\">sustained progress in the overall program for the required amount of time<\/span><\/i><span style=\"font-weight: 400;\">.\u201d\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">One of the best ways to find an evaluator is to ask other homeschoolers about their evaluators. You can also find a listing of MDHSA Diploma Program evaluators <\/span><a href=\"https:\/\/masondixonhomeschoolers.org\/dp\/index.php\/diploma-program-evaluators\/dp-evaluator-list\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\"><strong><span style=\"color: #993366;\">here<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\">. Many of these also evaluate elementary students and high school students NOT in the MDHSA diploma program.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Call the evaluator EARLY\u2014fall or early winter&#8211; to see if he\/she has room on his\/her schedule for you. Many fill up early. DO NOT WAIT until May or June to locate an evaluator.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ask her\/him how she\/he does the evaluation and what the fee is. Almost all evaluators allow the parent to be with the student. If, rarely, one should not allow this, get another evaluator.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The evaluator is only required to determine if the student is making \u201csustained progress in the overall program.\u201d If you want more from the evaluator, you should discuss that with your evaluator before the evaluation.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Call the evaluator again about February or March to schedule the appointment unless your evaluator made other arrangements with you.<\/span><\/li>\n<\/ul>\n<p><b style=\"font-size: 1rem;\"><strong><span style=\"color: #333399;\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-677\" src=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/sharon-mccutcheon-tn57JI3CewI-unsplash.jpg?resize=113%2C113&#038;ssl=1\" alt=\"\" width=\"113\" height=\"113\" srcset=\"https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/sharon-mccutcheon-tn57JI3CewI-unsplash.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/sharon-mccutcheon-tn57JI3CewI-unsplash.jpg?resize=100%2C100&amp;ssl=1 100w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/sharon-mccutcheon-tn57JI3CewI-unsplash.jpg?zoom=2&amp;resize=113%2C113&amp;ssl=1 226w, https:\/\/i0.wp.com\/masondixonhomeschoolers.org\/home\/wp-content\/uploads\/2020\/10\/sharon-mccutcheon-tn57JI3CewI-unsplash.jpg?zoom=3&amp;resize=113%2C113&amp;ssl=1 339w\" sizes=\"auto, (max-width: 113px) 100vw, 113px\" \/><br \/>\nStep 5&#8211;Create a Portfolio, required by law to be maintained and taken to an evaluator.<br \/>\n<\/span><\/strong><\/b><span style=\"font-weight: 400;\">A portfolio can be a box, a loose-leaf notebook divided by\u00a0<\/span><b><\/b><span style=\"font-weight: 400;\">subject area, a stack of individual folders, or whatever organizational method you choose that your student will bring with him\/her to the evaluation. <\/span><b style=\"font-size: 1rem;\">These items must be in the portfolio<\/b><span style=\"font-weight: 400;\">:<\/span><b><strong><span style=\"color: #333399;\">\u00a0 \u00a0<\/span><\/strong><\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>Samples<\/b><span style=\"font-weight: 400;\">: \u201cof writings, worksheets, workbooks or creative materials used or developed by the student\u201d as stated in the law. Sometimes students like to put pictures of activities, brochures of field trips or artwork in their portfolios and then keep them as a keep-sake album, but this is <\/span><b>NOT<\/b><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"> required by law. The samples of the child\u2019s work are to show \u201csustained progress in the overall educational program.\u201d Putting in a sample of work from the beginning, middle, and end of the year for each subject will show sustained progress since the child will obviously be doing more difficult work as the year progresses. It is best to choose samples and put them in your child\u2019s \u201cportfolio\u201d during the school year rather than wait until the end of the year to assemble it.<\/span><\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Log: Consisting of two parts. <\/b><b><br \/>\n<\/b><b>1) Attendance Calendar Log <\/b><span style=\"font-weight: 400;\">to show that your child was \u201cin school\u201d for 180 days or 900\/990 hours to show the evaluator. There are dated and undated attendance calendars\/logs on our <\/span><strong><a href=\"https:\/\/masondixonhomeschoolers.org\/home\/free-printable-forms\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #993366;\">Free Printable Forms<\/span><\/a><\/strong><span style=\"font-weight: 400;\"> page you may use. You may also just write 1-180 on notebook paper and check off each number or use a calendar of your own.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">2) <\/span><b>Log<\/b> <b>\u201cmade contemporaneously with instruction which designates by title the reading materials used\u201d<\/b><span style=\"font-weight: 400;\">. This log is simply a list of textbooks and every book used in homeschooling, including books your children read for \u201cschool\u201d or \u201cfor fun\u201d in bed at night or any other time. While it is easy to keep a notebook or paper on your fridge handy for jotting down any new books that you have added to your school, it is also prudent to keep a digital copy stored on the cloud as well so that you won\u2019t have to try and recreate your booklist should the original be lost. (You may, but are not required to, include in this list other resources used such as videos, games, discussions, field trips, audio tapes.)<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Achievement tests results: <\/b><span style=\"font-weight: 400;\">Achievement testing is required in 3rd,5th and 8th grades. A good evaluator will try to make you and your child feel comfortable.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The evaluator will look through the portfolio with your child and chat about your child\u2019s year.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Many parents and students enjoy the evaluation and look forward to it. An evaluator usually tries to praise the child (and the parent!) for excellent work. Many evaluators will give suggestions if they feel the parent is receptive.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The evaluator must provide you an evaluation letter; some provide it the same day, others mail it to you later. Discuss how this is done before you go!<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Some evaluators write long evaluations, some write short ones. If you tu<\/span><\/strong><\/strong><\/strong><\/strong><\/strong><strong style=\"font-size: 1rem;\"><span style=\"font-weight: 400;\">rn in your evaluation late, YOU ARE OUT OF COMPLIANCE with the homeschool law. You could pu<\/span><\/strong><strong style=\"font-size: 1rem;\"><span style=\"font-weight: 400;\">t your right to homeschool in jeopardy!<\/span><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Submit a copy of <\/span><span style=\"font-weight: 400;\">only<\/span><span style=\"font-weight: 400;\"> the evaluation (no portfolio) to the school district by <\/span><b>June 30<\/b><b>.<\/b><span style=\"font-weight: 400;\"> \u00a0 Make a copy of the evaluation for the school district. DO NOT GIVE THEM THE ORIGINAL OR YOUR ONLY COPY! Keep a copy of your own in a safe place, especially if you have high school students.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">If you take the evaluation to the school district, ask for it to be dated and signed by the person receiving it and a copy provided to you before you leave.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">You may also mail it, return receipt requested, so that you have proof that the school district received it.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">When you submit the evaluation to the school district, it is a good idea to include the affidavit and objectives for the next year; so that you are all set to start homeschooling again July 1 or whenever you are ready. This is especially helpful if your child will be doing educational activities over the summer (museum trips, visits to historical sites, music or sports camps, etc.) that you would like to count toward your school days.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: left;\"><span style=\"font-weight: 400;\">If you do not turn in your affidavit and objectives with your evaluation, you must submit the affidavit and objectives by August 1.
